Big Changes Are Coming to SNAP and Medicaid This October

Millions of Americans enrolled in safety net programs will see major updates as new federal rules take effect this October.

The reforms stem from provisions within the One Big Beautiful Bill Act, signed under President Donald Trump.

States Face Higher Administrative Costs for SNAP

Starting October 1, 2026, the federal share of SNAP administrative expenses drops from 50% to 25%.

This shift requires states to cover the remaining 75% for program operations, caseworkers, and customer technology.

In October 2027, states with high payment error rates will also have to contribute to actual SNAP benefit funding for the first time.

Medicaid Eligibility Narrows for Certain Immigrants

New guidance from the Centers for Medicare & Medicaid Services (CMS) limits full-scope federal Medicaid coverage.

Primary eligibility will now focus mainly on U.S. citizens, green card holders, Cuban-Haitian entrants, and citizens of Compact of Free Association nations.

Emergency Medicaid access will remain intact, and states may choose to fund broader coverage using their own state budgets.

Work Requirements Introduced for Medicaid Beneficiaries

Able-bodied adults aged 19 to 64 will soon need to complete 80 hours per month of qualifying activities to stay covered.

Approved activities include employment, job training, formal education, or community service.

While the policy aims to build independence and workforce participation, critics warn that extra paperwork could cause eligible families to lose coverage.

What This Means for Beneficiaries

Advocacy groups like Feeding America express concern that state budget pressures could lead to enrollment delays or reduced community support.

Beneficiaries are encouraged to contact their local state agencies or check the USDA Food and Nutrition Service and CMS portals to review specific state guidelines.
